About the Team / Function
Design & Construction is how IWG turns real estate into workspace — and Construction Procurement & Cost Management is the commercial engine inside it.
In 2025 the group delivered the largest network expansion in its history — 1,132 new centres signed and 782 new locations opened. Every one of those openings, and every transformed centre in the existing network, starts with the commercial decisions this team makes.
As part of IWG's global Design & Construction function, we design and run how construction is bought, contracted and costed worldwide — the sourcing strategies, supplier ecosystems, contracting frameworks and cost intelligence that determine how fast, how well and at what price IWG can open workspaces at that scale.
And we are rebuilding that model, not maintaining it: a global General Contractor platform, a standardised approach to design and professional services, pre-agreed market rates, and a cost data engine that turns pricing into genuine commercial advantage. The work is live, global and visible at executive level.
The Head of Construction Services Procurement & Cost Management owns the strategy, framework and governance. This role is central to turning it into delivery — running the sourcing, shaping the commercial outcomes, and improving the model as it scales.
Job Purpose
The Construction Services Procurement Manager independently drives the day-to-day execution of construction procurement across assigned markets and projects — running General Contractor (GC) and professional-services sourcing from qualification through to award recommendation, and keeping the standard rate and cost-benchmarking framework current and accurate — within the strategy, priorities and governance established by the Head of Construction Services Procurement & Cost Management.
The role demands a high degree of operational autonomy and commercial judgement. The successful candidate manages their own pipeline, progresses sourcing activity, leads routine commercial discussions within agreed parameters, resolves day-to-day issues and develops robust, evidence-based recommendations without requiring daily direction — while bringing material commercial, contractual, strategic or governance matters forward for decision, with a recommendation attached.
This is an execution-and-ownership role, not a support role. It is equally not a second functional lead: procurement strategy, category strategy, functional priorities, governance and final commercial authority sit with the Head of Function.
Key Responsibilities
Procurement & Tender Delivery
- Run GC and professional-services sourcing cycles independently — covering design consultancy/AOR and all other professional fees required to deliver a project (technical, building and legal due diligence; 3D / point-cloud scanning and measured surveys; MEP and specialist engineering; cost and project management consultancy; statutory, permitting and licensing support): supplier qualification, shortlisting, PQQ, tender pack issue, clarifications, evaluation and award administration, in line with the agreed procurement process.
- Manage multiple concurrent sourcing streams against agreed priorities and timelines, without daily task allocation.
- Coordinate bidder communications and evaluation logistics.
Commercial Analysis & Recommendation
- Build and maintain rate cards and pricing benchmarks against market data.
- Conduct bid analysis and commercial comparisons, and produce clear award recommendations with assumptions, risks and options set out.
- Normalise professional-fee proposals before comparing them — lump sum vs percentage of construction cost vs day rates vs per-unit survey/scanning fees — so that scope, deliverables and exclusions are genuinely comparable, not just headline fees.
- Lead routine commercial and contractual discussions within agreed parameters and delegated authority; prepare the negotiation position for material commercial matters and agree it with the Head of Function before committing.
Supplier / Contractor Management
- Run supplier onboarding and qualification against agreed standards and compliance requirements.
- Manage supplier relationships day to day and resolve routine queries and issues at source.
- Monitor contractor performance against agreed terms and flag material deviations with a proposed response.
Market & Project Support
- Support new-market GC rollout within the agreed rollout plan, including adoption tracking, templates and handover to regional teams.
- Act as the day-to-day point of contact for regional Construction Directors on procurement matters within remit.
Stakeholder Management
- Coordinate with Legal, Finance, Compliance and Operations on contract execution and renewals.
- Provide procurement guidance and status updates to regional teams proactively, without requiring prompting.
- Refer senior stakeholder commitments and function-level trade-offs to the Head of Function.
Governance & Process
- Operate within the established procurement governance framework and maintain records, approval workflows and audit trail in line with policy.
- Identify governance, process or compliance gaps early and propose improvements for approval.
Data / Cost / Performance
- Maintain accurate rate and quantity data feeding the Cost Estimation and Cost Index framework, applying the agreed cost-management methodology.
- Track and report procurement KPIs, savings pipeline and sourcing status.
Required Skills, Experience & Qualifications
- Demonstrated ability to run a competitive tender process independently, from qualification to award recommendation.
- Strong commercial and analytical skills — comfortable building and interrogating rate cards, benchmarks and bid comparisons.
- Confident managing multiple concurrent workstreams and stakeholders without close supervision.
- 5+ years in strategic sourcing, procurement, or commercial management within the construction, fit-out, or built environment sectors.
- Clear understanding of delegated authority: able to distinguish the decisions that are theirs from those requiring functional approval.
Preferred / advantageous
- Experience in fit-out, general contracting, flexible workspace, retail or multi-site rollout environments.
- Experience with construction management or procurement platforms.
- International/multi-market sourcing experience.
- Experience sourcing professional and consultancy services (design, due diligence, surveys/scanning, engineering, project management) alongside construction works.
- A procurement qualification (e.g. CIPS) is a plus but not required.
